On April 9, House Baltic Caucus co-chairmen Rep. John Shimkus (R-IL) and Rep. Adam Schiff (D-CA) introduced House Resolution 300 (H.Res. 300) to recognize the victims of Soviet and Nazi regimes. The resolution expresses “support for the designation of August 23, 2019, as Black Ribbon Day to recognize the victims of Soviet and Nazi regimes. The resolution was referred to the Committee on Oversight and Reform.
JBANC welcomes the introduction of this legislation. An earlier “Black Ribbon Day” resolution was introduced by Rep. Shimkus in 2013 and garnered nearly 50 co-sponsors. A modified version of the legislation passed in the U.S. House of Representatives on May 21, 2014.
